Did you have to use Twilio to win grandprize?

Did you have to use twilio to win the grand prize? I ask because it doesnt say in the rules that you do (that i can see) but it also doesnt say you have to use the Venmo api for the financial literacy one but a moderator in the discussions for that has said it does.
